Fixes #6807

In OpenAI compatible provider, there is a cutoff to prevent the input length from being larger than the context size, but this cutoff is incorrectly calculated using np.floor.

int(len(text) * (np.floor(context_size / num_tokens)))

For example, in original cutoff, when context_size=512, num_tokens=1024 lead to np.floor(512/1024)=0.0.

Results in a cutoff value of 0. The input to the service will be an empty string, which, in addition to causing an error in the TEI service, will also, I believe, affect the subsequent retrieval of the RAG.

In this pr I adjusted the position of np.floor to ensure that the calculation was correct
