Summary

Resolves #12687

The PR adds table of contents to Knowledge API doc, so now it's convenient to navigate and locate specific APIs.

The code changes follow the table of contents implementation on App API doc in #10799 #10875.

So the functionality is basically the same as App API doc, just with some style tweaks.
