Summary

  • as the follow-up for tiktoken usage refaction in #12416, to close docker downgrade from v2.0.0-beta.2 to 1.9.0 faild (#17958)
  • immediate return the global tiktokenizer instance when it's initialized in gpt2_tokenizer
  • remove dead code in usage of tiktokenizer in ai_model. _get_num_tokens_by_gpt2 and text_splitter. from_tiktoken_encoder mtehods
  • update tiktoken to 0.9.0
