Fixes #23942

Summary

This PR unifies pnpm version management across all environments (development, CI, Docker) by implementing a single source of truth via the packageManager field in package.json.

Changes made:

  • Added packageManager: "pnpm@10.14.0" to web/package.json as the single source of truth
  • Updated Dockerfile to use corepack instead of hardcoded npm install -g pnpm@10.13.1
  • Removed hardcoded version: 10 from all GitHub Actions workflows (style.yml, web-tests.yml, translate-i18n-base-on-english.yml)

Benefits:

  • Eliminates version inconsistencies between environments
  • Reduces maintenance overhead when updating pnpm versions
  • Follows Node.js/npm standard practices with corepack
  • Single point of version management in package.json

All environments now automatically read the pnpm version from the packageManager field, ensuring consistency across development, CI, and production builds.
