Fixes #24214

  • RuleConfigGeneratorOutputParser.parse() has been dead code since commit 490858a4d5.
  • The entire RuleConfigGeneratorOutputParser class only held three prompt definitions, with just one actual usage site. Replaced this with a direct assignment for clarity and simplicity.
  • Removed document_score_list, which was only calculated inside a loop and never used afterwards.
