Summary

This PR introduces a TooltipManager to handle tooltip lifecycle globally.
Previously, multiple tooltips could remain visible at once, leading to a "ghosting" issue.

With this change:

  • Only one tooltip can be open at a time.
  • When a new tooltip opens, any previously open tooltip is closed automatically.
  • Tooltip hiding still respects the needsDelay behavior (300ms default).

Fixes #23837
