Fixes #24308

This PR introduces a complete test suite for core.tools.utils.web_reader_tool, ensuring correctness across different scenarios and edge cases.

(1) page_result()

  • Tests substring extraction across normal and edge cases (start, end, beyond end, empty input).

(2) get_url()

  • Unsupported content-type handling.
  • Supported binary types delegated to ExtractProcessor.load_from_url.
  • Full HTML flow: chardet encoding detection + readability parsing + templating.
  • Empty readability text returns an empty string.
  • Fallback via cloudscraper on HTTP 403.
  • Returns proper error for non-200 HEAD responses.
  • Detects file type via Content-Disposition filename header.
  • Encoding decode failure → falls back to .text.

(3) extract_using_readabilipy()

  • Correct mapping of title, author, and text.
  • Safe defaults when fields are missing.
