Summary

This PR makes the SQLAlchemy pool timeout (SQLALCHEMY_POOL_TIMEOUT) configurable via environment variable.

Currently, the timeout is default to 30 seconds. By making it configurable, users can control how long the application waits for a database connection from the pool before raising a timeout error.

Fixes #21437
