Summary

Fixes #25636

This PR addresses multiple UX and functionality issues in the GotoAnything command palette component:

  1. Fixed inconsistent slash command behavior - Slash commands now maintain selector mode instead of prematurely entering search mode
  2. Stabilized modal height - Fixed height to prevent visual jumping when switching between states
  3. Distinguished SCOPES vs COMMANDS tags - @ now shows "SCOPES", / shows "COMMANDS" for clarity
  4. Implemented dual-mode command system:
    • Direct mode: Commands like /docs, /community, /feedback, /account execute immediately and close modal
    • Submenu mode: Commands like /theme, /language show sub-options as before
