Summary

Fixes #25827

  • Add CLI migrate-oss: migrate files from Local/OpenDAL to cloud OSS
  • Reject destination when STORAGE_TYPE is local or opendal
  • Support --dry-run, --overwrite, repeatable --path filters
  • Optional DB update: flip upload_files.storage_type from source to destination
  • Default prefixes: privkeys, upload_files, image_files, tools, website_files, keyword_files, ops_trace
  • Clear summary output: total, copied, skipped, errors
