Summary

This PR removes the spec.http file that was accidentally committed in #25360.

The file contains an expired JWT token (expired Aug 26, 2025) and serves no purpose in the codebase:

  • No code references this file
  • It's not part of any documentation or tooling
  • It appears to be a development test artifact
