Set conditional capabilities for "SamplingCapability" and "RootsCapability" upon MCP client session initialization to prevent servers from attempting callbacks when the client does not actually support them

Summary

This PR aims at resolving issue addressed at https://github.com/langgenius/dify/issues/26038 to prevent MCP servers waiting forever due to mis-registering of the unsupported capabilities upon MCP client session initialization.
