Summary

Allow TiDB on Qdrant to run in single-tenant mode (TIDB_ON_QDRANT_MULTI_TENANT_ENABLED=false). In single-tenant mode, developers don’t need to configure environment variables such as TIDB_PUBLIC_KEY and TIDB_PRIVATE_KEY.
