Summary

fix #28172

The issue was NOT that Array[File] was being treated as SegmentGroup. Rather, somewhere in the iteration workflow processing, SegmentType.GROUP validation was being called independently (perhaps during type inference or variable processing), and since GROUP wasn't handled in the is_valid() method, it hit the unreachable statement.

The fix ensures that if/when SegmentType.GROUP.is_valid() gets called during the workflow, it will return a proper boolean result instead of raising the AssertionError.
