Summary

Fixes #26605

The reason for the error is that validate_dataset_token was called twice. The first call came from DatasetApiResource,

and the second call came from the @validate_dataset_token annotation on the method.
When calling validate_dataset_token for the second time, the parameters were (api_token.tenant_id, *args, **kwargs) (which were the values generated after the first call: view(api_token.tenant_id, *args, **kwargs)).

During the parsing of dataset_id, the tenant_id was mistakenly treated as the dataset_id, and as a result, the database query failed to retrieve any data.
