Summary

Fixes #30153

  • Allow Service API /chat-messages to accept optional parent_message_id with validation and legacy UUID_NIL defaults.
  • Add generator-level validation to prevent cross-conversation/service API bypasses.
  • Update API templates and add unit tests.

Tests:

  • make lint
  • make type-check
  • uv run --project api --dev dev/pytest/pytest_unit_tests.sh
