Steps to reproduce

Reach maximum retry(3), I can not download the model provider plugin. Is there a way to install for offline machine?

I install the model provider plugin with "Local Upload", but I can not save the API because it always show Internal Server error. By the way I use the ZhiPu API and the machine can ping www.bigmodel.cn
