Provide a description of requested docs changes

This tools README is outdated: https://github.com/langgenius/dify/blob/main/api/core/tools/README.md. Also the subsequent docs can be removed/altered: ./docs/en_US/tool_scale_out.md and ./docs/en_US/advanced_scale_out.md

As of now adding new tools has been moved to https://github.com/langgenius/dify-plugins.

Happy to work on this, please let me know what changes I can make. Thanks!!
