0.15.3

Steps to reproduce

An earlier attempt to upgrade dify from 0.15.3 to 1.0.0 was made, but when the plug-in was imported the request timed out, it fell back to 0.15.3.

Today, the environment variable HTTP_REQUEST_NODE_MAX_TEXT_SIZE in env file was modified, the previous container was deleted, and the api service reported an error after restart

✔️ Expected Behavior

Since no plug-in has been successfully imported, it should start normally after the rollback version

❌ Actual Behavior
