settings: regenerate the configuration table reference for the Scanline Sync offset

The Settings-Checks CI job diffs the emitted configuration tables
against tools/settings_table.reference so that a def row which stops
reaching the tables is caught - nothing else notices. Adding a row
changes the tables, and fc23f85979 did not regenerate the reference,
so the job failed on "Configuration table drift".

  python3 tools/settings_check.py table --write tools/settings_table.reference

Verified all three checks in that workflow pass locally: table drift,
griffin-order unity compile for console/desktop/mobile, and the
migration self-test.
