Add microphone support via a new driver (#14731)
* Some slight fixes

* Update libretro.h

* Log calls to RETRO_ENVIRONMENT_GET_MICROPHONE_INTERFACE

* Finish proof-of-concept for mic support

- It works, but doesn't support floating-point audio yet
- It may need to be resampled, too
