libretroadmin de1fe72c69 network: an MCP server, the command interface for AI assistants

RetroArch serves the Model Context Protocol over Streamable HTTP as one
more command interface beside UDP and stdin, polled with them and
waiting on nothing. Its tools are the commands in command.h, listed
from the rows HELP prints with their read-only and destructive hints,
and a tool call runs the command's own handler; a command that answers
later holds its connection until it does. Both protocol eras are
answered: 2026-07-28 statelessly, with server/discover and the header
checks, and earlier revisions through initialize.

It is off by default and listens on 127.0.0.1. Every request carries a
bearer token, made on first start and kept in the keychain, and a
browser Origin other than this machine is refused. MCP Server, its port
and its token are under Settings > Network; docs/mcp-server.md covers
connecting a client.
