libretroadmin 21377ad1b8 vfs/smb, vfs/nfs: read-ahead is off unless chosen, and off is off
SMB and NFS read one request per read again unless a read-ahead is
set: both default to 0, and 0 now means off. It had meant 1 MiB - the
backends substituted their window for it and still started a
prefetcher on every read-only open, each holding a second connection
and a thread, which content that opens many files at once paid for on
every open. With read-ahead off no prefetcher starts; with it on, both
behave as before. The ranges start at 0, NFS's in SMB's 64 KiB steps.

The SMB and NFS thread tests run with read-ahead off and on, checking
a read-only open starts a prefetcher only when it is on, and the menu
harness checks both settings can be set to 0 and default to it.
