LibretroAdmin 0d62aafd61 Makefile: build the PipeWire objects as gnu99 in the C89 lane
The SPA headers on ubuntu-latest now declare in for loops
(spa/pod/compare.h, spa/param/audio/layout-types.h), which -std=c89
rejects outright; reading them as system headers only lifts -pedantic.
The three PipeWire objects take -std=gnu99 after the lane's -std=c89,
and keep -Werror=declaration-after-statement for their own code.

# ARC (Automatic Reference Counting) overrides. These Objective-C
# files use ARC-only constructs (__weak, __bridge*, no manual
# retain/release) and must be built with -fobjc-arc. The rest of the
# RetroArch Objective-C code is MRC-written (explicit retain/release,
# NSAutoreleasePool, etc.) and would fail to compile under ARC — so
# we cannot set -fobjc-arc globally. Xcode does the equivalent via
# per-file CLANG_ENABLE_OBJC_ARC=YES build settings. ARC is a clang
# feature; GCC (a PowerPC cross build, Xcode 3) has no such switch and
# builds these files under MRC through the RARCH_* ownership macros.
#
# metal.m compiles correctly under BOTH ARC and MRC (its ownership
# transfers go through the RARCH_* ownership layer in libretro-common's
# defines/cocoa_defines.h, keyed on __has_feature(objc_arc)); it has to,
# because the griffin_objc.m unity TU inherits whatever mode the
# enclosing Xcode configuration uses. ARC is kept for the standalone
# object as the preferred mode: it elides the autorelease-pool traffic
# the MRC expansion pays on the per-frame paths.
# --version rather than -v: the latter prints the configure line, and a
# GCC configured with CC=clang would be taken for clang.
