A writer that blocks inside retro_run() - audio sync on, the frame-synchronous pipeline - keeps a floor of a frame plus an engine period, never under the engine buffer. A writer that cannot stall a frame - the threaded pipeline, or audio sync off - is floored at the frame alone: one at 50 fps plus the 2% rate control can stretch it, plus a frame of slack, never under two periods. On the legacy 10 ms engine that is 42.5 ms in all at the minimum setting. The pacing harness restates the rule its writer exercises.
