LibretroAdmin a4838c9cb1 CI: put wineserver on the PATH where Wine's packages do not ...

Wine 10's Ubuntu packages keep wineserver in Wine's library directory
with nothing on the PATH, and the jobs start and stop it by name: the
network clients' Windows builds stopped at 'wineserver: command not
found', and every 'wineserver -k' and 'wineserver -w' elsewhere
quietly did nothing. apt-install.sh links it into /usr/local/bin when
it finds it there and not on the PATH.
