libretroadmin e098569e4d oss: free closes a device that cannot reset ...

free() returned when SNDCTL_DSP_RESET failed, which is what a device
that has gone away does, leaking the descriptor, the stage and the
driver. The reset is now best-effort and the device is closed and
freed either way.

samples/audio/oss_report wraps close and frees a heap driver whose
reset fails; LeakSanitizer in the CI lane catches the old early return.
