- rtime_localtime() uses localtime_r(), or the MS CRT's per-thread localtime(); no lock, no spin, nothing for rtime_init() to make. - faulthandler: install and remove claim one CAS state word; one that finds it taken fails instead of spinning or taking a lock. - core_info: the scanner's core_info_database_claim() reads a published list under a reader count. A list taken down goes on a retired stack, freed by whoever finds the count at zero: the main thread or the last reader out. The mutex stays for backends without pointer atomics. - cheevos badge queue and mutter's no-pointer-atomics fallback: their locks guarded nothing, and go. core_info_claim_test races claims against list rebuilds; the faulthandler test races installs.
