RetroArch Audit bf4c20dd0f UWP: synchronize dispatched display result publication ...

Use retro_atomic release/acquire completion for width, height, refresh-rate and DPI dispatcher requests. Keep UI event dispatch and display cache behavior unchanged. This patch addresses publication only; dispatcher failure and apartment-aware parking require separate changes.
