SPV: Address superset of issue #151: missing OpCapability instructions.

This commit adds:
CapabilityGeometryPointSize
CapabilityTessellationPointSize
CapabilityClipDistance
CapabilityCullDistance
CapabilityMultiViewport
CapabilityTransformFeedback
CapabilityGeometryStreams
CapabilityDerivativeControl
CapabilityInterpolationFunction
