Thomas Huth ac745d236e Use UCRT64 in the MSYS2 CI job ...

Looks like the MinGW folks are slowly phasing out the old MSVCRT
environment - the portmidi package is not available there anymore.
Thus let's switch our CI job to the newer UCRT64 to keep our CI
going. While we're at it, also update it to use SDL3 instead of
SDL2.
