WizzardSK 5741a8e19d info: add EmuCV
EmuCV emulates the EPOCH Cassette Vision, the 1981 Japanese console whose
games carried their own CPU in the cartridge. It is the sibling of EmuSCV,
which is already here, by the same author.

Filled in from the core itself: library name EmuCV, bin content, need_fullpath
and block_extract both true, no BIOS - a cartridge is the whole machine - and
neither save states (retro_serialize_size() returns 0) nor core options yet,
which is also why it is marked experimental.

The core's build recipe is MaaaX-EPOCH84/libretro-emucv!1.
