Nothing in the core starts a recording or a playback, so a movie is never active. Each call site keeps its no-movie path: no determinism toggle, the real clock for the RTC, the configured memory cards, no pad/Wiimote input mirroring into display strings on every poll. The state keeps the movie counters' bytes, written as zeroes, so existing savestates still load.
