WizzardSK a3e93ef19e ci: webOS: build the vcpkg ports position independent ...

The webOS core now compiles, and stops at the link: SDL3's static
library has a GOT reference built without -fPIC, which cannot go into a
shared object. vcpkg's Linux toolchain adds -fPIC itself, but the webOS
triplet chainloads the SDK's toolchain instead, so nothing did. The
triplet now asks for CMAKE_POSITION_INDEPENDENT_CODE and -fPIC.
