The option definitions move into libretro_core_options.h in the layout
libretro's Crowdin scripts read, and libretro_set_core_options there picks
the frontend's language, falling back to v1 or the flat v0 list. Lists
found at run time are still filled into the English definitions before
each publish.

libretro_core_options_intl.h starts with every translation empty, so
nothing changes until the first sync. intl/ and the two workflows upload
the English texts on change and pull the translations back weekly; both
need a CROWDIN_API_KEY repository secret.
