LibretroAdmin 6f05cbca1a 3rdparty: drop rapidyaml ...

YAML has read through ryaml since 43685d4, and floats through rstrtod as
of the previous commit, so nothing in the 59MB submodule is referenced
any more: it was carried this long only for the 900KB of fast_float
headers. Gone with it are the fast_float INTERFACE target, the include
paths in both build systems and both vcxproj files, the dead ryml
ProjectReference, and the stale -I entries in the emitter compile gate.

PAD.cpp picked up <cmath> for lrintf, which fast_float had been
supplying transitively through StringUtil.h.

Verified with a clean configure and a full pcsx2_libretro.so build plus
the 36-TU emitter gate.
