LibretroAdmin b35452c242 common: give __forceinline inline linkage on GCC and Clang ...

__forceinline is now inline plus always_inline, as MSVC's builtin is, so
static and header functions decorated with __fi/__ri are proper inline
functions and GCC no longer warns that they might not be inlinable. The
decoration belongs only on functions every caller can see; mingw keeps
__fi/__ri empty.
