LibretroAdmin 13586a30e4 Finish taking cpuinfo out ...

The switch to features_cpu left six references behind, one of which
breaks the build: microVU_Execute.inl reaches the header through
microVU.h and calls cpuinfo_has_x86_avx2() twice, so it takes
common/CpuFeatures.h and CpuHasAVX2() like the other call sites.

pcsx2core.vcxproj still named the include directory and referenced
cpuinfo.vcxproj, and common/CpuFeatures.h was listed for cmake but not
for MSVC. tests/ipu linked the cpuinfo objects, MULTI_ISA_SELECT having
resolved into them, so it links features_cpu.o instead and says so if
the core has not been built yet. tests/emitter carried three include
paths, and the multi-ISA gate document named the old predicate.
