The vendored float libvorbis (xiph/vorbis master) defines _book_unquantize() with an ogg_int32_t sample-count parameter while codebook.h declares it as int. On targets where ogg_int32_t and int are the same underlying type this is silently accepted, but on devkitARM (3DS), where ogg_int32_t resolves to a distinct type, the declaration and definition conflict and the build fails. Match the definition to the declaration (and to stable libvorbis 1.3.7, which uses int here). The count never exceeds int range, so this is behaviour-preserving on every target.
