Joseph MattielloandClaude Fable 5 e162fd879b docs(design): note private-ROM-repo option for running Tier 2 in CI 
A separate private repo plus a read-only CI token would let the
commercial-ROM tier run in CI, with forks pointing at their own corpus
via a repo variable.  Sequenced after the observers; does not change
the case for synthetic ROMs as the permanent tier.
