Willi Ballenthin 966a0de810 Name the urlmon download parameters ...

urlmon.h declares URLDownloadToFile and URLDownloadToCacheFile without
parameter names, so win32metadata records param0, param1, ... and the
handlers addressed their arguments by those names. A param_names override
gives the names from the documentation.
