## Summary
This pull request refactors the Semantic Functions project to use the
SemanticKernel.Core project instead of the Functions.Semantic project.
The SemanticKernel.Core project is now used for the SemanticFunction,
PromptTemplate, and PromptTemplateConfig classes. The Plugins.Core
project no longer references the Functions.Semantic project. The
SemanticFunctionTests and PromptTemplateConfigTests classes have been
moved to the SemanticKernel.UnitTests project.

## Changes
- Removed ProjectReference to Functions.Semantic.csproj from
Plugins.Core.csproj
- Renamed KernelSemanticFunctionExtensions.cs to
Extensions/KernelSemanticFunctionExtensions.cs
- Renamed SemanticFunction.cs to Functions/SemanticFunction.cs
- Renamed PromptTemplate.cs to TemplateEngine/PromptTemplate.cs
- Renamed PromptTemplateConfig.cs to
TemplateEngine/PromptTemplateConfig.cs
- Removed ProjectReference to Functions.Semantic.csproj from
SemanticKernel.MetaPackage.csproj
- Moved SemanticFunctionTests.cs to SemanticKernel.UnitTests/Functions/
- Moved PromptTemplateConfigTests.cs to
SemanticKernel.UnitTests/TemplateEngine/
