### Motivation and Context

Adding some features to help using copilot cli with semantic kernel via
Codespaces.

Features here are similar to the ones loaded by the .NET Template +
Copilot Cli.

### Motivation and Context
It using a dev container, we currently can't run Polyglot notebooks
since they required .Net 8

### Description
Update .Net version in dev container from 7 to 8

Phil JirsaandCraig Presti 08bc3ccc44 Add .NET 7.0 SDK feature to devcontainer configuration (#1424)

Paul Yu b22ee6cf2e feat: add devcontainer.json so users can open in codespaces (#469) 
### Motivation and Context
Make it easier for newcomers to try out the sample apps and notebooks.

### Description
Add DevContainer configuration so users can get quickly get started
using VS Code DevContainers or GitHub Codespaces. This DevContainer
includes all tools and extensions necessary to begin testing sample apps
and notebooks (e.g., dotnet, node, az function core tools).
