ebc2ef9bb2 Consolidate Dependabot dependency updates (#14385)
### Motivation and Context

Consolidates the currently open Dependabot updates into one reviewable
dependency PR while preserving each source update's intent across GitHub
Actions, .NET, Python, and JavaScript sample dependencies.

### Description

Updates pinned GitHub Actions, central NuGet package versions, Python
dependency constraints and uv lockfiles, and npm/Yarn lockfiles for the
affected samples. Overlapping lockfile updates were regenerated or
reconciled so that all compatible requested versions are retained
together on the latest `main`. The incompatible MCP 2.x and Python 3.10
`onnxruntime-genai` updates are excluded, the private-feed-only
`@humanfs/node` update is omitted, and the logging abstractions floor is
aligned with the updated Azure AI Projects dependency.

Dan Fiedlerandwestey 6eab62d273 Pin GitHub Actions to full-length commit SHAs (#14307)
## Summary

This PR pins GitHub Actions to full-length commit SHAs for improved
security and reproducibility and adds a 7 day cooldown to Dependabot
configuration for GitHub Actions. This work is described in more detail
at https://aka.ms/action-pinning.

## Why?

Pinning actions to commit SHAs prevents supply-chain attacks where a tag
could be moved to point to malicious code. This is a recommended
security best practice per the [GitHub Actions security hardening
guide](https://docs.github.com/en/actions/security-for-github-actions/security-guides/security-hardening-for-github-actions#using-third-party-actions).

This change mitigates the risk of tag retargeting to malicious code as
seen in incidents like the [tj-actions/changed-files action
compromise](https://www.stepsecurity.io/blog/harden-runner-detection-tj-actions-changed-files-action-is-compromised)
or [codfish/semantic-release-action
compromise](https://www.stepsecurity.io/blog/supply-chain-compromise-codfish-semantic-release-action)
and improves the integrity and reproducibility of the CI/CD pipeline.

## What changed?

**Action pinning:** Third-party action references in
`.github/workflows/` that used mutable tag-based references (e.g.,
`actions/checkout@v4`) have been updated to full-length commit SHAs with
a version comment (e.g., `actions/checkout@<sha> # v4`) using the
[pinact](https://github.com/suzuki-shunsuke/pinact) tool. References
that were already pinned to a SHA, or that used immutable release tags,
were left unchanged.

**Dependabot configuration:** `.github/dependabot.yml` has been updated
to ensure a `github-actions` package-ecosystem section is present with a
`cooldown` configuration (`default-days: 7`). If the file did not exist,
it was created. If a `github-actions` section already existed, only the
`cooldown` block was added or its `default-days` value was increased to
7 if it was lower. The 7-day cooldown provides a window for the
community to detect and report compromised releases before they are
automatically proposed as updates, reducing exposure to supply-chain
attacks via newly published malicious versions.

## Is this safe to merge?

Yes. The pinned SHAs correspond to the same commits that the existing
tags pointed to. No behavioral changes in action execution are
introduced. You can verify the pinned SHA value using the GitHub REST
API (e.g., the commit hash for `actions/checkout@v7` can be found in the
`sha` property in the JSON response for `GET
https://api.github.com/repos/actions/checkout/commits/v7`).

<p>This version contains some breaking changes which have been gathering
up for a while. Lets dive into them:</p>
<ul>
<li><a
href="https://github.com/astral-sh/setup-uv/blob/HEAD/#activate-environment">Activate
environment</a></li>
<li><a

</ul>
<h3>Activate environment</h3>
<p>In previous versions using the input <code>python-version</code>
automatically activated a venv at the repository root.
This led to some unwanted side-effects, was sometimes unexpected and not
flexible enough.</p>
<p>The venv activation is now explicitly controlled with the new input
<code>activate-environment</code> (false by default):</p>
<pre lang="yaml"><code>- name: Install the latest version of uv and
activate the environment
  uses: astral-sh/setup-uv@v6
  with:
    activate-environment: true
- run: uv pip install pip
</code></pre>
<p>The venv gets created by the <a
href="https://docs.astral.sh/uv/pip/environments/"><code>uv
venv</code></a> command so the python version is controlled by the
<code>python-version</code> input or the files
<code>pyproject.toml</code>, <code>uv.toml</code>,
<code>.python-version</code> in the <code>working-directory</code>.</p>
<h3>Working Directory</h3>
<p>The new input <code>working-directory</code> controls where we look
for <code>pyproject.toml</code>, <code>uv.toml</code> and
<code>.python-version</code> files
which are used to determine the version of uv and python to install.</p>
<p>It can also be used to control where the venv gets created.</p>
<pre lang="yaml"><code>- name: Install uv based on the config files in
the working-directory
  uses: astral-sh/setup-uv@v6
  with:
    working-directory: my/subproject/dir
</code></pre>
<blockquote>
<p>[!CAUTION]</p>
<p>The inputs <code>pyproject-file</code> and <code>uv-file</code> have

Evan Mattson 5332c2e330 Python: Require tool_call_id parameter for string-based tool messages in ChatHistory (#12753)
### Motivation and Context

The `add_tool_message` method of `ChatHistory` accepts string content
without requiring a `tool_call_id` parameter. This design is flawed from
an API design perspective. It created tool messages that:

1. Violated chat completion protocols: most LLM APIs (OpenAI, etc.)
require tool messages to have a `tool_call_id` that references a
previous function call
2. Broke conversation flow: tool messages should always be responses to
specific tool calls, maintaining the call-response relationship
3. Created malformed message sequences: messages without proper tool
call IDs would fail when sent to language models

### Description

This PR modifies the `add_tool_message` string overload to require a
`tool_call_id` parameter, which makes sure we have proper tool call
protocol compliance.

1. The string overload now validates that `tool_call_id` is provided and
raises a clear error if missing
2. Tool messages now create `FunctionResultContent` objects with both
`id` and `call_id` set to the provided `tool_call_id`
3. Added support for an optional `function_name` parameter for better
bookkeeping
4. Provides informative error messages explaining why `tool_call_id` is
required
- Closes #12744

Before:

```python
# This would create an invalid tool message without tool_call_id
# when the `.to_dict()` method is called on `ChatMessageContent`
chat_history.add_tool_message("Function result")  # Creates broken message and losing pairing to the corresponding `FunctionCallContent`.
```

After:

```python
# Now requires tool_call_id for proper protocol compliance
chat_history.add_tool_message("Function result")  # raises clear error due to missing `tool_call_id`
chat_history.add_tool_message("Function result", tool_call_id="call_123")  # works correctly
# Optional function name for better bookkeeping
chat_history.add_tool_message("Function result", tool_call_id="call_123", function_name="get_weather") # works as well
```

<h2>v5.0.0 🎄 Merry Christmas - Help fastly and users by default</h2>
<h2>Changes</h2>
<p>This christmans 🎄 release is a bit early bit still full of presents 🎁
Since we are changing some of the defaults this can lead to breaking
changes, thus the major version increase.</p>
<p>Here are the highlights:</p>
<h3><a
href="https://redirect.github.com/astral-sh/setup-uv/pull/193">Default
to enable-cache: true on GitHub hosted runners</a></h3>
<p>Did you know that that Fastly, the company hosting PyPI,
theoretically has to pay $12.5 million per month and so far have served
more than 2.41 <strong>exabytes</strong> of data?
<img
src="https://github.com/user-attachments/assets/f2f6cb3f-68f6-4e37-abb1-d3bf1f278533"
alt="image" /></p>
<p>This is why <a
href="https://redirect.github.com/astral-sh/setup-uv/issues/54">they
asked us</a> to turn on caching by default. After weighting the pros and
cons we decided to automatically upload the cache to the GitHub Actions
cache when running on GitHub hosted runners. You can still disable that
with <code>enable-cache: false</code>.</p>
<p>I remember when I first got into actions and didn't understand all
the magic. I was baffled that some actions did something behind the
scenes to make everything faster. I hope with this change we help a lot
of users who are don't want to or are afraid to understand what
<code>enable-cache</code> does.</p>
<h3><a
href="https://redirect.github.com/astral-sh/setup-uv/pull/185">Add
**/requirements*.txt to default cache-dependency-glob</a></h3>
<p>If caching is enabled we automatically searched for a
<code>uv.lock</code> file and when this changed we knew we had to
refresh the cache. A lot of projects don't use this but rather the good
old <code>requirements.txt</code>. We now automatically search for both
<code>uv.lock</code>and <code>requirements*.txt</code> (this means also
<code>requirements-test.txt</code>, <code>requirements-dev.txt</code>,
...) files.
You can change this with <code>cache-dependency-glob</code></p>
<h3><a
href="https://redirect.github.com/astral-sh/setup-uv/pull/194">Auto
activate venv when python-version is set</a></h3>
<p>Some workflows install packages on the fly. This automatically works
when using a python version that is already present on the runner. But
if uv installs the version, e.g. because it is a free-threaded version
or an old one, it is a <a
href="https://astral.sh/blog/python-build-standalone">standalone-build</a>
and installing packages &quot;into the system&quot; is not possible.</p>
<p>We now automatically create a new virtual environment with <code>uv
venv</code> and activate it for the rest of the workflow if
<code>python-version</code> is used. This means you can now do</p>
<pre lang="yaml"><code>- name: Install uv
  uses: astral-sh/setup-uv@auto-environment
  with:
    python-version: 3.13t
- run: uv pip install -i
https://pypi.anaconda.org/scientific-python-nightly-wheels/simple cython
</code></pre>

The test coverage workflow needs the PR number to post comments to PRs.
However, the `workflow_run` context doesn't contain the PR number thus
we need to save it.

The Python test coverage workflow needs to post comments of coverage
results on PRs, which requires the proper permissions. By default, PRs
from forks don't have the required permissions if the workflow is
triggered by the `pull_request` event.

However, one can use the `pull_request_target` event as the trigger and
check out the code from the PR for test coverage. This approach posts
various security risks as it gives the code from the PR full access to
the repository secrets.

It's recommended to use a two-stage approach for this kind of scenarios:
https://securitylab.github.com/resources/github-actions-preventing-pwn-requests/

In this PR,
1. a new workflow is created named `python-test-coverage-report`. This
workflow is given the proper permissions to post the coverage report in
the PR comments by using the `workflow_run` trigger. This trigger
ensures the workflow is run on the context of the default branch.
2. the existing workflow `python-test-coverage` is updated such that it
only runs the unit tests and doesn't have the permissions to post the
coverage report in the PR comments.

to the AI services per request.

### Description

1. This PR removes the limits and will have requests fail on the service
side if there is any limit.
2. Add unit tests for prompt execution settings of some services that
are previously lacking such tests.
3. Fix the test coverage workflow.

This PR drops support for python 3.8 and 3.9.

Python 3.8 will go out of support in October 2024 and people should not
be building on top of that now.
Python 3.10 introduces the new style of typing and for
KernelFunctionFromMethod that is a crucial feature and maintaining that
with backward compatibility is a lot of work and limits us, hence we
will also drop support for 3.9.

Closes #5628

I noticed that Python Integration tests were running for every PR, not
needed, so path filter added.
If the test coverage fails, that usually means the underlying unit-tests
failed, so no need to have this block.
