### Motivation and Context
I noted that we don't actually have any Concept in `Plugins` folder
showcasing a good and also long available feature from Semantic Kernel
for importing File/Directory based Template Plugins.
- Added some minor "message level" fixes to this change.

This PR brings support for Azure AI Studio Model Catalogs also deployed
thru GitHub Models, this Connector uses the `Azure AI Inference SDK`
library client.

### Description
The PR restructures the kernel syntax examples into new folders:
concepts (with subfolders for previous syntax examples), demos,
getting_started, and learn_resources.
- Closes#6119
- Adds a new concept/function example for understanding kernel
arguments.
- Updates the bookings plugin
