This PR drops support for python 3.8 and 3.9.
Python 3.8 will go out of support in October 2024 and people should not
be building on top of that now.
Python 3.10 introduces the new style of typing and for
KernelFunctionFromMethod that is a crucial feature and maintaining that
with backward compatibility is a lot of work and limits us, hence we
will also drop support for 3.9.
Closes#5628
### Description
<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->
Changed pyproject to reflect this
Changed CICD to only run on 3.10, 3.11 and 3.12.

Poetry groups are not the same as pip extras, so I removed the
individual groups per service, replaced with the ones needed for unit
tests and for integration tests (all).
Then added Extras, for each connector, as well as a `all` extra. Also
added a notebooks extra, this can be used instead of the first cell in
the notebooks as `pip install -U semantic-kernel[notebooks]` closing
#4713
Made all dependencies part of the main, tagged with optional.
Closes#5322

Since Python 3.12 is now released we should test with it. In the fall
3.8 will be out of support so then we should remove support for that.
Since Numpy no longer support py 3.8 as of
[1.25](https://numpy.org/doc/stable/release/1.25.0-notes.html) we pin
that for py3.8, including other packages that depend on older version of
numpy for py3.8, and allow the new versions to work against newer
version of python.

I noticed that there was a slight bug in the way the chat_history is
parsed from a prompt when you have a message without content (like a
tool_call), fixed that and added a test for that case.

### Motivation and Context
This PR is to add a [Python coverage
comment](https://github.com/marketplace/actions/python-coverage-comment)
GitHub action to the CICD workflow, so that comments related to coverage
change will be posted to a PR automatically.
In this PR:
1. I updated the `DEV_SETUP.md` to include some instructions on how to
enable `pre-commit`
2. I added the `coverage` package as the dev dependency
3. I updated the `.coveragerc` file so that `.coverage` is generated in
relative path
4. I added the workflow for generating and posting coverage comments.

### Motivation and Context
The service was renamed to Azure Cognitive Search in 2019, so we should
follow the new convention. The only thing still named "Azure Search" is
the old Azure SDK, out of scope.
### Description
* Revert nuget package name to the previous name (we'll delete the new
package, which has been out only for few days)
* Rename C# and Python classes and namespaces
* Move Azure Search dependencies to own group
* Improve Azure Search integration tests: try to delete collections when
tests fail
* Wait 1 sec after upsert to reduce random failures

### Motivation and Context
Run python integration tests on every push to main, and every 12 hours.
These integration tests will run on every push to main as well as twice
a day. At the time of this PR, we are seeing ~3 PRs to the python SK per
day. Each Integration test run will make ~32 AI requests. For each PR,
12 runs will be made: 3 each for python 3.8, 3.9, 3.10, and 3.11 for a
total of ~400 calls per push to main.
We should re-evaluate the trigger on pushes to main if PRs to the python
SK significantly increase.
### Description
- add workflow definition for integration tests
- Example run:
https://github.com/microsoft/semantic-kernel/actions/runs/4874609026/jobs/8695771345?pr=763
- For push triggers, add path checks for dotnet/** or python/**
depending on the type of workflow
- pinned requirements.txt dependencies to the versions pinned in the
pyproject.toml file to ensure parity between pip package dependencies
and local code
**Note**: Integration tests are failing on windows with python 3.8 -
already captured a task to address the problem
### Motivation and Context
This PR introduces the ability to run formal integration tests for
python using pytest - separated from unit tests for easier automation.
### Description
- moved `python/tests/end-to-end` directory to
`python/tests/integration`
- renamed integration tests to test_* pattern so pytest will detect them
- import `GenerationConfig` for hugging face completions - according to
logs, this is the recommended practice
