Roll prompt execution settings, kernel args, hooks, and return type into
an InvocationContext and add methods to Kernel and KernelFunction that
use an InvocationContext. The idea is that the invokeAsync methods that
take a KernelFunction, args and a return type are fine, but we don't
want to blow out the API with variations of invokeAsync for hooks, etc.
Also, prompt execution settings were in KernelArguments, which just
doesn't make sense. Now we can extend/add to the context as the need
arises without having to change the Kernel and KernelFunction API.
Sweet!

### TODO
- [x] Update pom files. This may include disabling the build of existing
modules.
- [x] Get a clean compile. `./mvnw clean install -Prelease,with-samples
-Dmaven.test.skip=true` works
- [x] Where does the assistants package belong? ~~For now, I just put it
in with 06-Assistants~~ Resolution: move to
/plugins/semantickernel-plugin-core
- [x] I'm not sure `aiservices-*` belong under `extensions` Resolution:
make an aiservices module and put them there
- [x] I'm not sure the bing plugin belongs under `plugins\web`
Resolution: yeah, that works for now
