<h2>3.0.1</h2>
<p>This is a security release for the 3.0.x feature branch.</p>
<ul>
<li>Changes: <a
href="https://werkzeug.palletsprojects.com/en/3.0.x/changes/#version-3-0-1">https://werkzeug.palletsprojects.com/en/3.0.x/changes/#version-3-0-1</a></li>
</ul>
<h2>3.0.0</h2>
<p>This is a feature release, which includes new features, removes
previously deprecated code, and adds new deprecations. The 3.0.x branch
is now the supported fix branch, the 2.3.x branch will become a tag
marking the end of support for that branch. We encourage everyone to
upgrade, and to use a tool such as <a
href="https://pypi.org/project/pip-tools/">pip-tools</a> to pin all
dependencies and control upgrades. Test with warnings treated as errors
to be able to adapt to deprecation warnings early.</p>

d8a2254685 Python: strings don't have contains method in python (#3229)
### Motivation and Context

<!-- Thank you for your contribution to the semantic-kernel repo!
Please help reviewers and future users, providing the following
information:
  1. Why is this change required?
- A substring in string check was being done using a '.contains' method
which doesn't exist in python.
  2. What problem does it solve?
- avoids the error: Error occurred while running plan step: 'str' object
has no attribute 'contains'", AttributeError("'str' object has no
attribute 'contains'"))
  3. What scenario does it contribute to?
  - stepwise planner execution
  7. If it fixes an open issue, please link to the issue here.

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->

I changed the substring in string check to the proper method for python.

7d31513d3f Python: Context Variables like dict (#3039)
### Motivation and Context

<!-- Thank you for your contribution to the semantic-kernel repo!

information:
  1. Why is this change required?
  2. What problem does it solve?
  3. What scenario does it contribute to?

-->
It's shame sometimes it shines through that some of the earliest code in
the python code base was a direct port from C#, like with the .get
method on the context variables, made the change here to have the exact
some signature as the default python dict.
Also replaces contains_key with __contains__ so that 'in' keyword can be
used, just like a normal dict.
Fixes #2962

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->
Changed the .get method
Replaced the contains_key method with __contains__
Made changes in samples, tests and planner to deal with that.

I built support for function calling into SK!

Related to/fixes:
- #2315
- #2175
- #1450

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->
This implementation builds on top of all the existing pieces, but did
require some major work, so feel free to comment on where that is or is
not appropriate.

- Added a `ChatMessage` class to capture the relevant pieces of function
calling (name and content)
- Added a `complete_chat_with_functions_async` into
OpenAIChatCompletions class
- Added a `function_call` field to ChatRequestSettings class
- Added several helper functions and smaller changes
- Added a sample with updated core_skill that uses function calling to
demonstrate
- Added a second sample that shows how to use function_calling with
non-sk functions.

Allow ActionPlanner to exclude skills and functions when generating the
plan. This is very useful and other planner types all have this
functionality.

Solve #3072

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->

- Add `ActionPlannerConfig` class for three settings:
  - `excluded_skills`
  - `excluded_functions`
  - `max_tokens`
- Filter out available skills and functions in
`ActionPlanner.list_of_functions` method.
- Rename class attribute "ActionPlanner._skill_name" to
"ActionPlanner.RESTRICTED_SKILL_NAME" just like other planners and
update its value to "ActionPlanner". The `this.*` skills defined in
`skprompt.txt` must also be updated.
- Add the missing `__init__.py`:
`semantic_kernel/planning/action_planner/__init__.py`

dependabot[bot]andDmytro Struk b49b7942dd Python: Bump transformers from 4.32.1 to 4.34.0 in /python (#3069)
Bumps [transformers](https://github.com/huggingface/transformers) from
4.32.1 to 4.34.0.

<h2>v4.34: Mistral, Persimmon, Prompt templating, Flash Attention 2,
Tokenizer refactor</h2>
<h2>New models</h2>
<h3>Mistral</h3>
<p>Mistral-7B-v0.1 is a decoder-based LM with the following
architectural choices:</p>
<ul>
<li>Sliding Window Attention - Trained with 8k context length and fixed
cache size, with a theoretical attention span of 128K tokens</li>
<li>GQA (Grouped Query Attention) - allowing faster inference and lower
cache size.</li>
<li>Byte-fallback BPE tokenizer - ensures that characters are never
mapped to out-of-vocabulary tokens.</li>
</ul>
<ul>
<li>[Mistral] Mistral-7B-v0.1 support by <a

href="https://redirect.github.com/huggingface/transformers/issues/26447">#26447</a></li>
</ul>
<h3>Persimmon</h3>
<p>The authors introduced Persimmon-8B, a decoder model based on the
classic transformers architecture, with query and key normalization.
Persimmon-8B is a fully permissively licensed model with approximately 8
billion parameters, released under the Apache license. Some of the key
attributes of Persimmon-8B are long context size (16K), performance, and
capabilities for multimodal extensions.</p>
<ul>

</ul>
<h3>BROS</h3>
<p>BROS stands for BERT Relying On Spatiality. It is an encoder-only
Transformer model that takes a sequence of tokens and their bounding
boxes as inputs and outputs a sequence of hidden states. BROS encode
relative spatial information instead of using absolute spatial
information.</p>

</ul>
<h3>ViTMatte</h3>
<p>ViTMatte leverages plain <a

Transformers</a> for the task of image matting, which is the process of
accurately estimating the foreground object in images and videos.</p>

</ul>
<h3>Nougat</h3>
<p>Nougat uses the same architecture as <a
href="https://huggingface.co/docs/transformers/main/en/model_doc/donut">Donut</a>,
meaning an image Transformer encoder and an autoregressive text
Transformer decoder to translate scientific PDFs to markdown, enabling
easier access to them.</p>

</ul>
<h2>Prompt templating</h2>
<p>We've added a new <a
href="https://huggingface.co/docs/transformers/main/chat_templating">template</a>
feature for chat models. This allows the formatting that a chat model
was trained with to be saved with the model, ensuring that users can
exactly reproduce that formatting when they want to fine-tune the model
or use it for inference. For more information, see <a
href="https://huggingface.co/docs/transformers/main/chat_templating">our
template documentation</a>.</p>

8ce66fe9a9 Python: Adding MongoDB Atlas Vector Search Connector (#2818)
### Motivation and Context
Resolves: #2591

<!-- Thank you for your contribution to the semantic-kernel repo!
Please help reviewers and future users, providing the following
information:
  1. Why is this change required?
  2. What problem does it solve?
  3. What scenario does it contribute to?
  4. If it fixes an open issue, please link to the issue here.
-->

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->

* Added in the `MongoDBAtlasMemoryStore`. A memory store abstraction
that facilitates connections between a MongoDB Atlas cluster to conduct
[Atlas Vector
Search](https://www.mongodb.com/products/platform/atlas-vector-search)
on the Microsoft Semantic Kernel.

* Leverages our async python driver
[motor](https://motor.readthedocs.io/en/stable/) to keep with the
heuristic of asynchronous code

- [x] All unit tests pass, and I have added new tests where possible
- [x] I didn't break anyone 😄

### Callout
* When writing my test, I noticed there's a habit of other tests
conducting a `try` on imports. Grepping through those implementations, I
see some of them [encapsulate their respective libraries in function
calls rather than doing direct imports in the
module.](https://github.com/microsoft/semantic-kernel/blob/main/python/semantic_kernel/connectors/memory/chroma/chroma_memory_store.py#L55-L63)
Is this the general code pattern we should follow? Or is it fine to have
our imports at the top of the module fine?

### Description
dict.get('key') returns None if the key isn't present in the dict, Hence
the config params were getting assigned None.

1. #2889
2. Allows Contributors and Devs to seamlessly use `NullLogger` or
generalized `Logger` class without having to do attribute checks
3. See details in #2889
4. #2889

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->

* I added in a `_NullerMeta` metaclass to the `NullLogger` to iterate
over all the function signatures in the `Logger` class and have them
issue no returns.
* This is backward compatible and breaks no existing implementations.

Added token usage tracking to the OpenAI classes, similar to how that is
done in dotnet.
Similar approach as #2526 but for Python
TODO: add a similar construct to python for the SKContext.LastResult.

### Description

Added three fields to the OpenAI Chat and Text completion classes.
After doing a call, check if 'usage" is in the response and then update
the fields, can be read through properties.

Mark Karle 45f492aa89 Python: Enforcing return typehints on native functions (#2948)

This solves [this
issue](https://github.com/microsoft/semantic-kernel/issues/1069) where
native functions are not returning the expected result. In python,
return typehints are optional. However, the semantic kernel requires a
return typehint to determine how to handle the function. For that
reason, we're now enforcing return typehints and raising an exception
when one is not provided. This may break existing void functions but
none in our repo are affected.

Fixes #1069

## Summary
This pull request includes two sets of changes. First, it fixes the
return type annotations in three core skills: file_io_skill,
text_memory_skill, and wait_skill. Specifically, the write_async method
in file_io_skill and the save_async method in text_memory_skill now have
a return type of None, and the wait method in wait_skill now has a
return type of None. Additionally, the
import_native_skill_from_directory method in kernel.py has been
refactored to simplify the code. Second, this pull request adds error
handling for functions with no return type in the delegate inference
module. Previously, if a function did not specify a return type, the
DelegateType could not be inferred, leading to errors. This pull request
adds a check for functions with no return type and raises a
KernelException with an appropriate error message. Additionally, this
pull request includes some minor changes to unit tests for native
functions.

## Changes
- Fixed return type annotation for write_async method in file_io_skill
- Fixed return type annotation for save_async method in
text_memory_skill
- Fixed return type annotation for wait method in wait_skill
- Refactored import_native_skill_from_directory method in kernel.py
- Added error handling for functions with no return type in the delegate
inference module
- Added a check for functions with no return type and raised a
KernelException with an appropriate error message
- Made minor changes to unit tests for native functions

Eduard van Valkenburg de7e478b38 Python: use black as the default formatter (#2845)
### Motivation and Context

<!-- Thank you for your contribution to the semantic-kernel repo!
Please help reviewers and future users, providing the following
information:
  1. Why is this change required?
  2. What problem does it solve?
  3. What scenario does it contribute to?
  4. If it fixes an open issue, please link to the issue here.
-->
I noticed multiple times that I was getting failed tests because Black
did not run.
Changed the settings to make black the default formatter, in line with
the checks.

<summary>Changelog</summary>
<p><em>Sourced from <a
href="https://github.com/astral-sh/ruff/blob/main/BREAKING_CHANGES.md">ruff's
changelog</a>.</em></p>
<blockquote>
<h1>Breaking Changes</h1>
<h2>0.0.288</h2>
<h3>Remove support for emoji identifiers (<a
href="https://redirect.github.com/astral-sh/ruff/pull/7212">#7212</a>)</h3>
<p>Previously, Ruff supported the non-standard compliant emoji
identifiers e.g. <code>📦 = 1</code>.
We decided to remove this non-standard language extension, and Ruff now
reports syntax errors for emoji identifiers in your code, the same as
CPython.</p>
<h3>Improved GitLab fingerprints (<a
href="https://redirect.github.com/astral-sh/ruff/pull/7203">#7203</a>)</h3>
<p>GitLab uses fingerprints to identify new, existing, or fixed
violations. Previously, Ruff included the violation's position in the
fingerprint. Using the location has the downside that changing any code
before the violation causes the fingerprint to change, resulting in
GitLab reporting one fixed and one new violation even though it is a
pre-existing violation.</p>
<p>Ruff now uses a more stable location-agnostic fingerprint to minimize
that existing violations incorrectly get marked as fixed and re-reported
as new violations.</p>
<p>Expect GitLab to report each pre-existing violation in your project
as fixed and a new violation in your Ruff upgrade PR.</p>
<h2>0.0.283 / 0.284</h2>
<h3>The target Python version now defaults to 3.8 instead of 3.10 (<a
href="https://redirect.github.com/astral-sh/ruff/pull/6397">#6397</a>)</h3>
<p>Previously, when a target Python version was not specified, Ruff
would use a default of Python 3.10. However, it is safer to default to
an <em>older</em> Python version to avoid assuming the availability of
new features. We now default to the oldest supported Python version
which is currently Python 3.8.</p>
<p>(We still support Python 3.7 but since <a
href="https://devguide.python.org/versions/#unsupported-versions">it has
reached EOL</a> we've decided not to make it the default here.)</p>
<p>Note this change was announced in 0.0.283 but not active until
0.0.284.</p>
<h2>0.0.277</h2>
<h3><code>.ipynb_checkpoints</code>, <code>.pyenv</code>,
<code>.pytest_cache</code>, and <code>.vscode</code> are now excluded by
default (<a
href="https://redirect.github.com/astral-sh/ruff/pull/5513">#5513</a>)</h3>
<p>Ruff maintains a list of default exclusions, which now consists of
the following patterns:</p>
<ul>
<li><code>.bzr</code></li>
<li><code>.direnv</code></li>
<li><code>.eggs</code></li>
<li><code>.git</code></li>
<li><code>.git-rewrite</code></li>
<li><code>.hg</code></li>
<li><code>.ipynb_checkpoints</code></li>
<li><code>.mypy_cache</code></li>
<li><code>.nox</code></li>
<li><code>.pants.d</code></li>
<li><code>.pyenv</code></li>
<li><code>.pytest_cache</code></li>
<li><code>.pytype</code></li>
<li><code>.ruff_cache</code></li>
<li><code>.svn</code></li>
