Evan MattsonandTao Chen c64e51c40e Python: Update the AzureAIAgent packages, types, and APIs based on Azure SDK's new code (#12084)
### Motivation and Context

The Azure AI Agent Service is moving to GA soon. As part of that,
they've made several changes in the underlying APIs, which require the
use of new packages, updated type imports and some new underlying APIs.
This PR updates the AzureAIAgent to use the latest Azure SDK's new code.

- The client's connection string has been replaced with an endpoint.
- The `AzureAIAgentSettings`'s `model_deployment_name` was updated to
`deployment_name`.
- Tools are now imported from `from azure.ai.agents.models` instead of
`from azure.ai.projects.models`.
- Declarative spec handling for AzureAIAgent was updated based on the
new APIs.
- Unit tests were updated.

### Description

Update the AzureAIAgent related code, samples and tests based on the
Azure SDK's latest APIs.
- Closes #12177

Evan Mattson 0ff97c7fe7 Python: add AzureAIAgent, OpenAIAssistant and OpenAIResponsesAgent Integration tests, AzureAIAgent FCC gen bug fix (#11394)
### Motivation and Context

AzureAIAgents, OpenAIAssistantAgents, and OpenAIResponsesAgents
previously were not covered by integration tests. Adding a set of
integration tests to cover high-level usage of an AzureAIAgent and
OpenAIAssistantAgents for `get_response`, `invoke`, and `invoke_stream`.

As part of this work, a previous fix to typing caused a regression while
generating FunctionCallContent for an AzureAIAgent. Fixing to use the
correct instance check.

### Description

Adds integration tests for AzureAIAgent and OpenAIAssistantAgent.
- Fixes #11393
- Bump version to 1.27.2 for bug fix release.
- Remove unnecessary yield for function result content during streaming
invocation - these types will be added if the `on_intermediate_message`
callback is provided.

Evan Mattson 2c20c5e26f Python: lazy-loading mechanism for agent dependencies (#11180)
### Motivation and Context

Consolidated agent imports initially caused issues by eagerly loading
all submodules, which forced users to install every optional dependency
-- even if only one agent was needed. This PR introduces a lazy-loading
mechanism via `__getattr__` in the top-level `__init__.py` to defer
imports until actually accessed. Additionally, a corresponding`
__init__.pyi` type stub file is provided to restore full IDE
autocompletion and type hints without compromising runtime behavior.

This change is required to improve the flexibility and maintainability
of our feature annotation system. Previously, separate decorators (e.g.,
`experimental_function` and `experimental_class`) were used to mark
experimental features, resulting in code duplication and limiting our
ability to handle additional feature stages. As our SDK evolves, we need
a unified approach that can support multiple stages—such as
experimental, release candidate, and future states—while also allowing
version information for release candidate features to be centrally
managed.

### Description

<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->

This PR refactors our feature decorators by introducing a unified
`stage` decorator that updates the docstring and attaches metadata for
both functions and classes. Two convenience decorators, `experimental`
and `release_candidate`, are built on top of `stage`:
- The `experimental` decorator marks features as experimental and sets
an `is_experimental` attribute.
- The `release_candidate` decorator supports multiple usage patterns
(with or without parentheses and with an optional version parameter) to
mark features as release candidate and sets an `is_release_candidate`
attribute.

This unified approach reduces duplication, simplifies the codebase, and
lays the groundwork for easily extending feature stages in the future.

This decorator supports the following usage patterns:
- `@experimental` (for both classes and functions)
- `@release_candidate` (no parentheses)
- `@release_candidate()`  (empty parentheses)
- `@release_candidate("1.21.3-rc1")` (positional version)
- `@release_candidate(version="1.21.3-rc1")` (keyword version)
