If it fixes an open issue, please link to the issue here. --> Fixed all mypy errors for kernel.py In preparation of extending that to all files in semantic_kernel Also got the pre-commit hook working on a commit, with mypy checks fixes #5630 ### Description <!-- Describe your changes, the overall approach, the underlying design.
